2001 Virginia Budget Amendments

The Virginia General Assembly meets in short session from January 10 through February 24, 2001 and will consider several thousand pieces of legislation and budget amendments. Enactment or defeat for hundreds of these bills, resolutions and budget amendments could dramatically alter Virginia's aging and health policies. The Alzheimer's Association provides information here on many of these legislative initiatives.

The following information is provided about selected budget amendments:

Certified Nurse Aides (language only)
Explanation:
(This amendment provides direction to the Virginia Workforce Council to use a portion of the state's federal Workforce Investment Act allocation to support efforts to train additional Certified Nurse Aides (CNAs). A recent study undertaken by the Joint Commission on Health Care concluded that there is a significant shortage of CNAs in Virginia and that this shortage poses adverse quality and access consequences for Virginia's health care delivery system. This is a recommendation of the Joint Commission on Health Care.)

Medications Assistance Program
Explanation:
(This amendment adds funds for the statewide expansion of local programs that help low-income elderly persons and families apply for free and low-cost medications from pharmaceutical manufacturers. Funding is also provided in the second year for one of these programs in Southwest Virginia, so the program can maintain funding at the FY 2001 level.)

Explanation:
(This amendment restores funding for the use of personal attendants by individuals receiving services through the Medicaid Home- and Community-based Care Waiver for Elderly and Disabled. The introduced budget reduced funding for these services.)

Restore Medicaid-Elderly & Disabled 80% FPL
Explanation:
(This amendment restores funding for the expansion of Medicaid eligibility for aged and disabled individuals with income levels up to 80 percent of the federal poverty income guidelines as provided by the 2000 General Assembly and contained in Item 319, paragraph JJ. The introduced budget eliminated funding for this expansion without striking the attendant language implementing it.)

This funding was reduced in the introduced budget.)
