The Alzheimer�s Association supports legislation to include funds in the budget sufficient to enable older Virginians to remain at home and function effectively for as long as possible. Specifically, the Alzheimer�s Association supports a $5.25 million increase in the fiscal year July 1, 1998 - June 30, 1999 appropriation for the Virginia Department for the Aging for home and community-based care.

Background:

Each quarter, the 25 area agencies on aging in Virginia report to the Virginia Department for the Aging on older peoples� unmet needs for supportive services. These reports are based on actual requests for service from eligible older Virginians who go without needed services because there is insufficient public funding. Many older people throughout Virginia who need services are at severe risk of being unable to remain in their own homes if services are unavailable. To meet these acute needs, the Alzheimer�s Association strongly urges the General Assembly to appropriate an additional $5.25 million.

"Assessed need" reflects the total amount of documented need in Virginia not met by other services. "Critical need" is the Alzheimer�s Association request to meet the most immediate and acute needs of vulnerable older Virginians in the coming year.

The Alzheimer�s Association also supports increases in the Medicaid rate for personal care and adult day health care to $45 per day in Northern Virginia and $40 throughout the rest of the Commonwealth. This payment is made on behalf of individuals who otherwise would be compelled to enter a nursing home.
